This is an exciting time to join Homes England, the government’s housing and delivery agency. The government has put housing at the heart of its agenda, with a mission to deliver more high-quality homes across the country.
To help achieve this aim, the government has committed £16 billion of capital to be invested and managed through Homes England Investment Directorate via the National Housing Bank.
The Investment Directorate is evolving into a significantly more powerful and flexible investment arm, reconstituted as the National Housing Bank (NHB). This transition provides not only increased capital to be deployed but also broader powers, more autonomy and a clearer investment mandate, positioning Homes England as a central driver of both housing supply and long‑term housing market reform. This includes direct lending, equity investment, guarantees, land assembly and the biggest affordable home building programme in a generation.
The role of the Transaction Execution team is to project manage Complex lending transactions from Credit Approval through to completion. This will require working closely with borrowers, lender counterparties, legal advisors, valuers, monitoring surveyors, senior leadership and key internal stakeholders to drive transactions from initial term sheet through to completion, ensuring transactions are progressed in an efficient and concise manner.
This team has the appetite and resources to shape the future of housing investment in a fast growing, national organisation with real social purpose, whilst applying robust governance processes around capital allocation.
We will do this through the various interventions the National Housing Bank will offer including Loans, Equity, Lending Alliances and Guarantees products. These leverage wider investment to achieve outcomes that are a significant multiple of the Agency’s participation.
Working in a team with transaction execution specialists, focussing on Complex Real Estate transactions (both structured real estate and infrastructure lending), this Secondment position for a Senior Manager will primarily involve managing and coordinating complex real estate development loan transactions through the documentation and due diligence phase, from the point loans are credit approved to loan completion and handover to Portfolio Management. You will be a key member of a recently established team aimed at owning the contracting process, improving efficiency and using a commercial approach to lead on challenging real estate financing transactions.
This is an exciting opportunity to play a leading role in shaping our delivery processes, systematically improving the way we conduct due diligence and execute contracts. Working with Borrowers, internal stakeholders and Loans’ colleagues, you will ensure efficient, consistent and effective execution of Complex Development Finance projects post-approval, followed by a streamlined handover to Portfolio Management.
We value diversity in experience and perspective to foster good decision making and problem solving within our teams, and therefore welcome applicants from a broad range of backgrounds.
You are able to navigate complex legal, financial and operational aspects of real estate lending. You have a commercial mind set, enjoy problem solving, have strong attention to detail and the ability to work as part of a team to deliver positive outcomes on Complex debt transactions.
You have strong project management skills, specifically can manage deadlines and work under pressure.
You will have experience of executing complex real estate finance debt facilities, including development finance, and experience in negotiating relevant loan and intercreditor agreements. You will be familiar with and have direct experience of negotiating Real Estate Finance LMA documentation.
Delivering on a mission as bold as ours isn’t always easy. You will be resilient and proficient in managing stakeholders at all levels and your discussions will always be framed by a detailed understanding of the commercial and operational impacts of what we do as a wider Loans team. You will thrive on developing new ways of working as you seek out efficiencies, working in a collaborative way to contribute to the achievement of your team’s ambitious goals.
Homes England is strengthening UK Government’s ambitions for housing and regeneration through the introduction of the National Housing Bank (NHB). The NHB is a new financial organisation designed to unlock investment at scale and accelerate the delivery of more homes, stronger places and thriving communities across the country. Backed with £16bn in new financial capacity, alongside £6bn already committed this Parliament, the NHB represents one of the most significant new interventions in the housing sector in a generation.
The NHB, operating as a subsidiary of Homes England, exists to unlock investment at scale and connect capital with capability. We use our financial capacity and deep local relationships to drive regeneration, enable innovation and create the conditions for sustainable growth. By pairing government-backed finance with solutions that the market needs, we help partners bring forward the homes, infrastructure and long-term development that transform places and support people to live well.
Purpose-driven and built for impact, the NHB provides its partners the confidence and financial firepower to innovate and unlock complex sites, scale up investment and deliver at pace. Offering custom-built finance, strong partnerships and a commitment to shaping better futures, the NHB enables investment that would not otherwise happen- accelerating growth and creating the conditions for communities to flourish.
Joining the National Housing Bank offers a rare and exciting opportunity to help shape this new national organisation from the ground up; influencing how we operate, how we partner, and how we deliver impact across the country.
