About the role.

As part of the wider Cladding Safety Scheme (CSS) team, this role sits within the Business Planning and Strategic Management function and works closely with the Head of Governance and Reporting and Senior Manager to support the effective identification, assessment and mitigation of risk across CSS. You will play an important role in maintaining robust governance, assurance and control frameworks, helping to support the successful delivery of programme objectives.

Working closely with stakeholders across CSS and the wider agency, you will be responsible for coordinating and managing risks, issues and control weaknesses, ensuring they are identified, assessed and addressed in a timely and proportionate manner. You will support the development of a strong risk management culture across the programme, promoting accountability, continuous improvement and adherence to corporate governance requirements.

Joining an experienced and collaborative team, you will contribute to meaningful change and help improve how the sector works together to accelerate building remediation. You will work with colleagues across operational, programme and corporate functions to strengthen governance arrangements, support informed decision-making and ensure risks are effectively managed throughout the programme lifecycle.

As a Manager within CSS, you will play an important role in fostering a collaborative and inclusive culture, championing our values and supporting continuous improvement across the programme. You will use data, insight and assurance activity to identify trends, inform decision-making and support the delivery of effective governance, risk and control practices, helping CSS deliver an excellent service to customers and stakeholders.

The role will support the delivery of CSS's operational control testing and assurance activities, ensuring alignment with Homes England's risk management framework and control standards. You will coordinate the monitoring and reporting of key risks, support the development and tracking of mitigation plans, and provide effective challenge to help strengthen the overall control environment. This is an excellent opportunity for a proactive and solutions-focused individual to balance day-to-day risk and assurance activities with continuous improvement initiatives, helping to mature governance, risk and control practices across CSS.

About you.

You will be comfortable managing discussions on complex and sensitive issues with a wide range of stakeholders. Highly organised, analytical and detail-oriented, you will be able to balance operational delivery with longer-term improvement activity, working collaboratively across teams to achieve positive outcomes.

You will have a proven track record of strengthening governance, risk management and control processes, identifying opportunities for improvement and implementing practical solutions that deliver measurable benefits. You will be comfortable providing constructive challenge, supporting decision-making and ensuring risks, issues and controls are managed effectively and proportionately.

Delivering against the CSS mission requires resilience, sound judgement and the ability to operate effectively in a fast-paced and evolving environment. You will be confident engaging with stakeholders at all levels, including senior leaders, and will understand the operational, commercial and reputational impact of programme decisions. You will be an effective communicator, capable of building consensus, influencing stakeholders and driving positive outcomes through collaboration.

As a risk, governance or assurance professional, you will have a strong understanding of risk management and internal control principles. You will be comfortable working with colleagues across different functions, supporting the development of effective governance practices and fostering a collaborative and inclusive approach to delivery.
