About the role...

Working within a team managed and led by Brian Burt MCIBS, Head of Development Finance (Midlands & North West), the Senior Transaction Manager Development Finance will play a pivotal role in supporting and working with SME housebuilders across the Midlands and North West. You will help originate, structure and deliver residential development finance loans to SMEs through the newly formed National Housing Delivery Fund (“NHDF”), provided by the National Housing Bank (“NHB”).

You will be joining a friendly, talented and highly experienced team committed to driving positive change, supporting the diversification, quality and delivery of homes across England.

This role can be based in either our Birmingham, Leeds or Liverpool offices.

This is a rare opportunity to help shape the future of SME housebuilding and housing delivery at a transformational time. Following the launch of the National Housing Bank (part of Homes England) you will be joining a purpose driven organisation focused on delivering impact led residential development finance to accelerate housing supply and regeneration of places.

We are an ambitious and rapidly growing national organisation with a clear social purpose: breaking down barriers to investment, accelerating and unlocking  development at scale, supporting the creation of sustainable communities.

Working closely with key stakeholders, delivery partners and professional bodies, you will help ensure effective, consistent and commercially sound solutions to address current housing market challenges, while contributing directly to the Agency’s mission to increase housing delivery across England.

Homes England and National Housing Bank — investment prospectus 2026

The purpose of the Senior Transaction Manager Development Finance role is to successfully originate and structure residential development finance transactions through to formal credit approval. This includes ensuring that all transactions are viable, deliverable and appropriately structured to mitigate risk and safeguard Homes England’s investment. Transactions must demonstrate value for money and meet the required rate of return criteria for Homes England’s investments.

The post holder will engage with a broad range of internal and external stakeholders, building and maintaining strong relationships with key partners across housing and regeneration. The role will focus primarily on supporting SME developers and new market entrants, contributing to greater market diversification and resilience.

Following credit approval and acceptance of Heads of Terms, responsibility for transaction delivery will transfer to the dedicated Transaction Execution Team for fulfilment.

A key aspect of the role is to undertake proactive and targeted business development to generate new opportunities and build a sustainable, high-quality pipeline of convertible transactions. The post holder will require to:

  • Develop and maintain strong relationships with market participants (including investors, lenders, advisers, housebuilders, and sector bodies) to support the origination of a robust pipeline of deliverable work in progress transactions for the NHDF.
  • Support and represent the NHB at external events, promoting its products and objectives, while using marketing channels and social media effectively to showcase transaction activity.
  • Identify and bring forward funding  intervention opportunities that enable both new entrants and existing developers to grow and deliver projects sustainably.

Please check out Brian’s LinkedIn (https://uk.linkedin.com/in/brianburt2) profile where he has shared a number of articles showcasing examples of SME developers we have supported, including positive testimonials highlighting their experience of working with Homes England as a funding partner.

About you…

Whilst our day job is to deliver first class customer service to our stakeholders and SME builders, you will need to be used to "spinning several plates" at once and will always be looking for ways to improve and innovate.

Delivering on a mission as bold as ours isn’t always easy. You will be resilient and comfortable managing stakeholders at a senior level and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as a SME development Finance team. You will enjoy working in an innovative, fun and engaging way and be able to negotiate and persuade.

As an experienced senior transaction manager, you’ll understand how to manage colleagues and be able to demonstrate you can work with others as part of a team in a collaborative, inclusive way.

About the National Housing Bank

Homes England is strengthening UK Government’s ambitions for housing and regeneration through the introduction of the National Housing Bank (NHB). The NHB is a new financial organisation designed to unlock investment at scale and accelerate the delivery of more homes, stronger places and thriving communities across the country. Backed with £16bn in new financial capacity, alongside £6bn already committed this Parliament, the NHB represents one of the most significant new interventions in the housing sector in a generation.

The NHB, operating as a subsidiary of Homes England, exists to unlock investment at scale and connect capital with capability. We use our financial capacity and deep local relationships to drive regeneration, enable innovation and create the conditions for sustainable growth. By pairing government-backed finance with solutions that the market needs, we help partners bring forward the homes, infrastructure and long-term development that transform places and support people to live well.

Purpose-driven and built for impact, the NHB provides its partners the confidence and financial firepower to innovate and unlock complex sites, scale up investment and deliver at pace. Offering custom-built finance, strong partnerships and a commitment to shaping better futures, the NHB enables investment that would not otherwise happen- accelerating growth and creating the conditions for communities to flourish.

Joining the National Housing Bank offers a rare and exciting opportunity to help shape this new national organisation from the ground up; influencing how we operate, how we partner, and how we deliver impact across the country.

Who are we?

Homes England: The Housing and Regeneration Agency

How? We form long-term partnerships that bridge the gap between the public and private sector to meet local needs and aspirations. We use our influence to champion the creation of sustainable homes, communities and places that are brilliantly designed for the people that live there now, and in the future. We use our funding and support to build a more resilient, diverse and innovative housing sector, helping new entrants in the market, encouraging modern methods of construction and design, and promoting the utmost attention to building safety.

Together with our partners, we’re accelerating the pace of house building, remediation and regeneration across the country, as we seek to deliver ever more affordable homes in places people are proud to call home for generations to come.
