Closing Date: 29th May 2026
Interviews will take place week commencing 8th June and 15th June
Working in the Market Engagement team, the Head of Stakeholder Insight will play a critical leadership role in shaping how Homes England understands stakeholders across the housing and regeneration market, their needs and their experience within the housing market. You will lead a team of five highly skilled stakeholder insight professionals within the Market Engagement team, who are committed to ensuring that intelligence, evidence and insight actively shape Homes England’s decisions and delivery.
The Market Engagement team is dedicated to delivering high quality, actionable insight that genuinely influences strategy, supports delivery teams and outcomes. They work closely with colleagues across the wider Strategy, Research, Analysis and Sponsorship directorate to bring together a wealth of intelligence and insight, leading specifically on qualitative intelligence and stakeholder insight. They believe strongly in collaborative, inclusive ways of working and value diversity of experience and perspective as essential to good decision making and problem solving.
This is a rare opportunity to shape the future of stakeholder insight and intelligence in a fast growing national organisation with a clear social purpose. Working closely with senior leaders, regional teams, delivery colleagues and a wide range of external partners, you will ensure that Homes England – and the National Housing Bank – has a robust, forward looking understanding of stakeholder behaviour, priorities, perceptions and emerging market trends. You will also have the opportunity to define and embed how insight is used to inform investment strategy, product development, business development, delivery, engagement prioritisation and risk management.
The role will lead the design and delivery of Homes England’s stakeholder insight and intelligence strategy, bringing together qualitative insight, research, surveys, CRM data and external evidence and data into a trusted, coherent evidence base. There are ambitious and rewarding projects to get involved with, including leadership of the Partner Perception Survey and commissioning of sector wide research, making this an excellent opportunity to balance strategic leadership with real world impact.
You’ll be comfortable leading complex stakeholder insight, research and intelligence programmes in a multi stakeholder environment, with a strong focus on ensuring insight drives action and better decision making. You will be highly proficient in translating complex qualitative and quantitative data into clear, compelling insight for senior audiences.
Delivering on a mission as bold as ours isn’t always easy. You will be resilient, confident working with Executive and Senior Leadership Teams, and able to manage challenge constructively. Your approach will be grounded in a strong understanding of the context in which Homes England and the housing market operates. You will enjoy working in an innovative, engaging way and be able to influence, negotiate and persuade across organisational boundaries.
You will be led by outcomes, ensuring that insight gathered is continually used and relevant to support business development, delivery and strategic decision making.
As an experienced stakeholder insight, research or analysis professional, you’ll understand how to lead and develop teams, manage budgets and commission high quality external research. You will be able to demonstrate collaborative, inclusive leadership and a commitment to evidence based decision making that supports Homes England’s values and social purpose.
