A bit about the role...

 

Join Homes England’s national Estates Management Team in a senior, influential role that supports delivery of the Government’s housing and regeneration ambitions.

As a Senior Estate Manager, you will provide experienced professional leadership across Homes England’s large and diverse land portfolio, supporting assets from acquisition through to disposal. You will play a critical role in ensuring land and property assets are managed safely, compliantly and proportionately, while supporting delivery teams to meet programme objectives and manage risk effectively.

This is a senior professional role, providing estate management expertise, resilience and continuity across the function. You will work flexibly across assigned sites and portfolios, and will also provide professional cover and support for other Senior Estate Managers during periods of leave, absence or peak demand. In doing so, you will help maintain oversight, consistency and service continuity across the organisation.

You will lead estate management activity on allocated sites, overseeing health, safety, environmental, legal and financial risks, and ensuring the effective performance of appointed managing agents and consultants. You will work closely with delivery teams, Finance, Legal, Compliance and other corporate colleagues to support strong governance, assurance and value for money.

In addition to core estate management responsibilities, the role provides opportunity to contribute to priority projects and service improvement initiatives, supporting the Head of Estates Management on strategic activity, system improvements and changes to ways of working.

You’ll be joining a highly skilled and experienced national team of 24 estate management professionals, working in an agile, collaborative environment that values professional judgement, consistency of standards and proactive problem‑solving.

This is a rare opportunity to help shape the future of estate management in a complex, nationally significant land portfolio, while operating in a role that combines operational delivery with strategic influence.

Please note: this role requires significant travel across England, including regular site visits and occasional overnight stays, to effectively fulfil the responsibilities of the post.

 

A bit about you…

 

You are an experienced estate or property professional who is comfortable operating at a senior level within a complex land and property portfolio. You bring sound judgement, the ability to balance competing priorities, and a strong commitment to proportionate risk‑based estate management.

To be successful in this role, you will have:

A relevant degree‑level qualification in surveying or a related discipline, with full professional membership of a relevant body (e.g. RICS, CIOB, or similar).

Recent demonstratable leadership experience

Substantial experience in estate or property management, operating at a senior professional level across complex or varied portfolios.

A strong understanding of health, safety and environmental legislation relevant to estate management, with NEBOSH or IOSH qualifications desirable.

Experience managing or overseeing a diverse range of assets, including vacant and tenanted land, high‑risk sites, brownfield land, industrial or commercial property, agricultural land and public realm.

Proven ability to oversee and manage consultants, managing agents and suppliers, ensuring service quality, compliance and value for money.

Strong stakeholder engagement skills, with confidence working alongside delivery teams, local authorities, consultants, tenants and other external partners.

The ability to work flexibly across portfolios, provide professional cover for peers, and contribute positively to team resilience and service continuity.

You are comfortable working in a fast‑moving, mission‑led organisation and enjoy collaborating across disciplines to deliver outcomes. You bring a constructive, solution‑focused mindset and are motivated to help improve systems, processes and professional practice while maintaining a strong focus on statutory responsibilities and organisational risk.
