Working within our Help to Buy Transformation & Re-procurement Programme, the Programme Lead – Service & Risk Transformation will play a critical leadership role in delivering the multiyear transformation of the equity loans service.
You will join a highly skilled, collaborative team committed to reshaping a complex national service in a way that strengthens data integrity, reduces risk, improves customer experience, and ensures long-term service portability, protecting public funds and value for money.

This is a rare opportunity to shape the future operating model of one of a highprofile publicsector services. You will work closely with specialist colleagues across Policy, Legal, Operations, Digital, Data and Product teams to ensure an integrated, coherent and defensible service model that stands up to governance, audit and valueformoney scrutiny.
The role leads the Service & Risk Transformation pillar of the transformation. The role translates strategic intent and long‑term service goals into deliverable, evidence‑based changes and oversees prioritisation, sequencing and decision‑making across multiple service-related workstreams: customer journeys, operational processes, policy interpretation, digital enablement and data integrity.
You will bring substantial senior programme leadership experience from a complex public sector or regulated transformation environment. You are comfortable orchestrating multidisciplinary work, making proportionate trade off decisions and navigating ambiguity.
You will be used to “spinning several plates”, capable of challenging assumptions, sequencing activity logically, and ensuring decisions are grounded in evidence rather than optimism.
You will be confident influencing senior stakeholders, resolving tensions across professional disciplines and ensuring that customer, operational and reputational risks are clearly understood and safely mitigated. You will also be comfortable supporting teams dealing with complex operational and risk related issues.
Your approach will be collaborative, pragmatic and outcomes focused, with a consistent eye on value for money, operational feasibility and long term service sustainability.
Help to Buy and the other products in our portfolio are homeownership scheme that provided equity loans to help first time buyers access newly built homes. Homes England is the legal lender for these loans and now manages one of the largest residential mortgage portfolios in the country. Although no new loans are being issued, our role continues: supporting customers to understand, manage and redeem their loan confidently, while safeguarding public money through fair and proportionate financial management.
