Closing Date: 19/01/2026

A bit about the role...

Working in a team with our Head of Estate Management, the Procurement and Contract Delivery Specialist will play a critical role in leading and shaping a newly established Estate Management Procurement and Contract Delivery team, providing a high-quality contract and performance management service to the Estates Management function, and wider Homes England teams if required. You will be joining our small but enthusiastic and experienced team of 23 people, who are committed to making positive change in how we ensure full compliance with procurement legislation and internal policies, while driving value for money, operational efficiency, and continuous improvement.

Head of Estate Management believes in delivering a first-class customer service, resolving contractual and operational concerns informally wherever possible, taking an innovative and creative approach to procurement and performance management issues. Head of Estate Management values diversity in experience and perspective, fostering collaboration and flexibility to enable strong decision-making and effective problem-solving across the team.

This is a rare chance to shape the future of estate management procurement and contract delivery in a fast-growing, national organisation with real social purpose. Working with key stakeholders and a professional procurement and estates team, you will ensure efficient, consistent and effective resolution of contractual and operational challenges, and have the opportunity to help create innovative frameworks and strategies that drive value for money and compliance.

The role will support the design and delivery of key strategic projects around supplier engagement, governance, and risk management. There are some exciting and creative projects to get involved with, and this is an excellent opportunity to balance day-to-day delivery whilst bringing fresh thinking and innovative solutions to procurement and contract delivery.

A bit about you…

You’ll be comfortable supporting the Estates Management function with complex procurement and contract delivery issues, aiming to resolve challenges efficiently and in compliance with legislation. You will be proficient in developing procurement strategies, managing frameworks, and driving supplier performance through KPIs and governance.

Delivering on a mission as bold as ours isn’t always easy. You will be resilient and comfortable managing stakeholders at a senior level, and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as an Estates Management team. You will enjoy working in an innovative, engaging way and be able to negotiate and persuade effectively.

As an experienced property sector procurement specialist, you’ll know how to lead teams effectively and work inclusively with colleagues across multiple functions to achieve shared goals.

Who are we?

Homes England: The Housing and Regeneration Agency

We believe that affordable, quality homes in well-designed places are key to improving people’s lives. As the government’s housing and regeneration agency, we create thriving new places and transform urban areas, combining the full breadth of our powers, expertise, land, capital and influence to bring investment to communities and get more homes built.

How? We form long-term partnerships that bridge the gap between the public and private sector to meet local needs and aspirations. We use our influence to champion the creation of sustainable homes, communities and places that are brilliantly designed for the people that live there now, and in the future. And we use our funding and support to build a more resilient, diverse and innovative housing sector, helping new entrants in the market, encouraging modern methods of construction and design, and promoting the utmost attention to building safety.

Together with our partners, we’re accelerating the pace of house building, remediation and regeneration across the country, as we seek to deliver ever more affordable homes in places people are proud to call home for generations to come.
