A bit about the role...

 

This is an exciting time to join the National team in the Markets, Partners & Places Directorate as we play a pivotal role in Homes England in supporting delivery of the Government’s drive to deliver 1.5m homes. The Regeneration and New Settlements function of the national team work on all types of large-scale strategic housing led projects to support our regional colleagues. We also play a leading role in national programmes including the Garden Communities programme, New Towns emerging concepts, Advisory Team for Large Applications (ATLAS) ensuring key objectives related to pace of delivery, design, quality of place and social value are achieved. 

 

You will be joining a friendly, experienced and highly skilled team, who are committed to making positive change and supporting Homes England in delivering its overarching mission. 

 

You will assist us with analysing progress, diagnosing challenges to delivery and providing enabling support to a portfolio of complex large scale development projects, taking an innovative and creative approach to implement deliverable solutions working collaboratively alongside regional teams, the Ministry of Housing, Communities and Local Government (MHCLG) and external partners. 

 

As part of the team, you will be involved in important and varied pieces of work. These might include: 

Provision of thematic expertise on pan-geographical and sector partnership projects that align with MPP National Team priorities. 

Supporting large-scale placemaking by helping to operationalise programmes of activity, large scale projects and strategic portfolios. 

Helping to develop, maintain and drive strategies to support the regeneration of places and development of sustainable housing markets; identifying blockers and constraints and developing strategies to overcome them, utilising the full range of Homes England skills, resources and products. 

Working on a wide range of major strategic, complex and innovative projects, adding value through expert commercial and development knowledge. 

Providing leadership to multi-disciplinary teams, drawing relevant skills and expertise from across the agency to drive progress in complex, long term projects and enable development in priority places. 

Helping to continue to develop a high performing team, driving forward Homes England’s missions and objectives, exemplifying the Homes England Way. 

Supporting the Agency’s ambitious programme of change, with a focus on enabling our transition to a more regional and place-based operating model. 

Bringing together senior colleagues from across Homes England to coordinate priorities, encouraging and enabling collaborative and multi-agency working, in partnership with other government departments and delivery bodies to ensure opportunities are exploited. 

Across these and other workstreams, you’ll be working with influential stakeholders, experienced leaders and technical experts to drive lasting change – as part of an organisation with real social purpose which is uniquely positioned to shape the future of place-based housing delivery and regeneration. 

 

 

A bit about you…

 

You’ll be an experienced professional who holds a relevant degree level qualification or equivalent experience as a Chartered Town Planner (RTPI) or a Surveyor (RICS),  Chartered Transport Planner, urban regeneration specialist or development finance expert.

 

You will be interested and experienced in researching, gathering and analysing complex information relating to large scale projects and proficient in producing high quality and insightful reports for senior leaders. You will be experienced in project management governance and delivery, and have a good knowledge of development delivery matters, as well as experience in collaborative and inclusive working across different disciplines. 

 

Delivering on a mission as bold as ours isn’t always easy. You will be resilient and comfortable managing a range of stakeholders and public and private sector partners including other government bodies and developers. Your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as the government’s housing delivery agency. You will enjoy working in an innovative and engaging way and be able to influence, negotiate and persuade. 

 

We are looking for someone to join our team who understands and is passionate about the delivery of complex large scale and ambitious projects, understands the barriers faced in delivering them, and is used to working in a fast-paced environment.

 

You will enjoy working as part of multi-disciplinary team to resolve complex issues, drawing on the skills and experience of others and challenging yourself to expand your knowledge and understanding of large-scale projects.

 

You’ll have a strong understanding of the development delivery process and the ability to influence projects at various stages of delivery, including the land assembly, design, planning and funding.

 

You will be motivated by the transformative impact of housing and regeneration and recognise the ability of a development led response to tackle social deprivation and economic underperformance.

 

As a senior manager you will be asked to support on projects that require various property development skills and knowledge. We appreciate you may not have all of the skills/experience listed in the job description.
