Closing Date: 13/8/2025
Interviews will take place week 25/8/2025
This is an exciting time for housing and regeneration, with the recent Spending Review announcing a new £39bn Social and Affordable Housing Programme and the creation of a National Housing Bank. Government has set an ambitious target for new homes this parliament and Homes England has a key role to play, working with a range of partners and places, in supporting the delivery of those homes and communities.
Homes England must remain accountable to government and parliament, providing information, advice and assurance on its delivery of government’s housing and regeneration priorities. Leading the Sponsorship, Government and Parliament team involves building and managing some of Homes England’s most important relationships, with key stakeholders in Whitehall and Westminster.
As Head of Sponsorship, Government and Parliament, you will lead the team to build relationships, networks and understanding that enable the delivery of these priority areas, while also responding to emerging situations and issues as they arise. While bringing specialist knowledge of stakeholder engagement, governance and public affairs, you will need to work with and through colleagues in the Agency to understand and articulate housing and regeneration activity. This is a highly visible role within a large, complex delivery body and the wider government and parliamentary system. No two days will look the same and there is plenty of challenge and stretch, alongside opportunities to make a real difference in how Homes England engages and works with key stakeholders.
You will bring a significant track record of building, maintaining and managing relationships, both internal and external, to achieve strategic objectives. You should have excellent interpersonal, communication and influencing skills and be able to work collaboratively and collegiately in pursuit of organisational goals.
In addition, you should bring demonstrable experience of developing and embedding successful engagement strategies, that are measurable and outcomes focused. You will be able to talk compellingly about how you have engaged with stakeholders to raise awareness, develop trust and confidence and build advocacy and partnerships.
You will be leading a high performing team and should bring experience of doing this in other contexts and evidencing how you manage, motivate and empower colleagues and create a positive team culture.
Similarly, you will be required to brief, advise and support senior leaders, including the Chief Executive and Chair, and engage with senior stakeholders and should bring comparable experience.
Knowledge and understanding of public scrutiny and governance will also be a critical element of the role and you should be able to evidence your experience of both.
Homes England: The Housing and Regeneration Agency
We believe that affordable, quality homes in well-designed places are key to improving people’s lives. As the government’s housing and regeneration agency, we create thriving new places and transform urban areas, combining the full breadth of our powers, expertise, land, capital and influence to bring investment to communities and get more homes built.
How? We form long-term partnerships that bridge the gap between the public and private sector to meet local needs and aspirations. We use our influence to champion the creation of sustainable homes, communities and places that are brilliantly designed for the people that live there now, and in the future. And we use our funding and support to build a more resilient, diverse and innovative housing sector, helping new entrants in the market, encouraging modern methods of construction and design, and promoting the utmost attention to building safety.
Together with our partners, we’re accelerating the pace of house building, remediation and regeneration across the country, as we seek to deliver ever more affordable homes in places people are proud to call home for generations to come.
