To drive forward the Agency's Mission and Strategic Objectives to deliver on our key objective of increasing housing supply in the areas where it is needed most by unlocking public and private sector land.
This role is responsible for providing leadership and senior management to ensure successful delivery of a programme of enabling and infrastructure works contracts to support the delivery of new housing, including the construction of new roads, bridges, utility services, drainage and landscaping, to include demolition, site clearance, land remediation and other de-risking activities.
Leading and managing a team of technical experts to scope, commission and manage works contracts to de-risk, enable and facilitate the acceleration of housing led development sites.
Manage the team to deliver technical expertise to each project. Responsible for building capacity and capability, and ensuring that effective working practices, processes and systems are maintained and implement continuous improvement.
The role will provide technical assurance on the delivery of capital projects programme.
You will manage the Agency’s multi-million-pound capital works programme supporting new housing led development through derisking and infrastructure works contracts including demolition, ground improvement, land remediation, the construction of roads, bridges, utility services, drainage and landscaping.
Lead a high performing team of technical professionals including mentoring, support and guidance, capacity building and managing workload to ensure team resources are deployed efficiently and effectively. Ensure that appropriate and achievable objectives are set and managed.
Provide advice on a wide range of technical issues, standards and policies for the delivery of enabling works and infrastructure to support new homes, identify and mitigate risks and potential development issues and provide quality assurance regarding solutions and potential costs.
Direct and lead on procurement and management of capital works, including identifying innovative and best practice methods to secure successful delivery, achieve high quality outcomes and value for money.
Ensure that client duties under Construction (Design Management) Regulations (CDM) 2015 are managed for each capital project and that the highest standards of Health & Safety are maintained on all sites during construction works.
Provide regular updates to the Assistant Director of Development Services relative to the programme of works and services, and provide specific updates of any key projects and risks that may impact project delivery, quality, cost and programme.
Capture cost data on capital expenditure which can be utilised to accurately plan future works and improve the accuracy of cost plan and viability assessments.
Ensure the Agency’s procedures on governance and risk are appropriately met and managed, include gateway peer reviews, and where necessary display judgement to escalate matters for further support and approval.
Develop and maintain relationships with other Agency teams and provide robust technical guidance and advice on the de-risking and development of residential led and regeneration projects, establishing priorities and workplans for delivery to support business plan targets.
Proactively develop and manage technical procedures and systems to support service delivery and evolve these taking on board any lessons learnt and promote the adoption and use of these across the Agency.
Provide wider leadership within Homes England commensurate with the level of responsibility of this role, working flexible in undertaking duties and responsibilities

In order to complete the responsibilities for this role, the successful candidate will have:
1. Degree and/or appropriate professional qualifications/membership in relevant property, design, build environment, construction, engineering, surveying or technical discipline or demonstration of relevant experience
2. Significant experience of delivering large and complex capital projects or programmes, including experience of procurement, programme management and budget management of large value schemes to time and cost.
3. Significant experience and detailed understanding of the range of technical issues related to residential development and regeneration schemes, including experience of developing robust and cost-effective strategies and plans to unlock and support delivery.
4. Good understanding of the existing and emerging policy and regulations, the planning process, development and construction standards. Experience of design and construction related Health and Safety legislation and risks, Designers Risk Assessments and the CDM regulations.
5. Excellent communication and negotiation skills to explain the impact of technical issues on viability and ability to deliver solution-based services to colleagues across the Agency.
6. Experience of leading and motivating people as well as operating at a senior management level.
