A bit about the role...

 

Working in the Contingent Assets and Liabilities (CAL) and Commercial Disposals team, within the Development Directorate, the CAL and Commercial Disposals Manager will play a critical role in contributing to the team’s ethos of providing high quality, client side property advice and delivering on key strategic targets linked to the Business Plan.

 

The Manager role involves working closely with, and assisting the Head of CAL and Commercial Disposals and Senior Managers in providing effective co-ordination, liaison and communication with locally based staff, Heads of Delivery and senior management teams and providing support across the Development Directorate and finance teams, including Internal Audit through the provision of management information.

 

You will have a specific focus on a number of workstreams. Primarily; managing an exit from a portfolio of historic Building Lease cases; working with the Geospatial team to resolve title discrepancies; leading on a caseload of potential liability transfers subject to endowments; the rapid processing of auction disposals relating to none developable land and; preparing with analyst support reports to confirm the closure of projects, assembling data from the various systems to populate the report templates (G5) and facilitate closure of the project.

 

You will be involved in securing solutions to the disposal of the agency’s commercial land portfolio and other non-strategic land holdings, BNG offsetting land and endowments.

 

You will monitor, review and manage the resolution of a portfolio of Contingent Assets and Liabilities. The portfolio holds a range of assets of varying types and sizes (including funding agreements, development agreements, overage and clawback deeds) often with unique characteristics, offering a variable workload and wide-ranging experience.

 

The CAL & Commercial Disposals Team is also responsible for recognising, establishing and maintaining relationships with many of the Agency’s strategic partners in the undertaking of its workload, for instance Local Government bodies. The role offers the opportunity to present the Agency in the best way possible by providing timely and professional advice that provides confidence to our partners and reflects positively across the whole organisation.

 

You will be joining our experienced and growing team of 15, who are committed to making a positive impact to how non-strategic assets are reviewed and appropriate actions delivered effectively, to the financial and reputational benefit of the Agency.

 

A bit about you…

 

You will have:

-  Degree level education/equivalent with good experience within the property development industry.

- Appropriate professional membership, MRICS or equivalent. Registered Valuer status is desirable.

-  A good understanding of the marketplace and in particular, but not limited to, the commercial property sector is essential.

-  A good understanding of the mechanics of funding agreements, development agreements and land disposals in relation to conditional receipts consisting of planning windfall, post-sale clawback, grant clawback, and in relation to future unconditional receipts consisting of overage as a financial asset, disposal of assets with deferred consideration, loan and equity repayments.
