Working as part of the Infrastructure Funding Senior Management team, headed by Pauline Schaffer, Director of Infrastructure Funding, the Head of Transactions will play a critical role in developing our pipeline of projects and managing the contracting process with grant recipients across the country. 

You will be responsible for leading and supporting a small team of Transaction Senior Managers and Managers to carry out transaction structuring, technical due diligence work, drafting approval papers and contracting activity for grant funding agreements. You will work closely with the Assistant Director of Infrastructure Grants Transactions (post currently under recruitment) and the two other Heads of Transactions, Nick Kelly and Angela Kiwanuka, to achieve the Infrastructure Grants Transactions team business plan objectives.  

You will also work with key partners – Local Authorities, other public sector bodies and private sector organisations – as well as collaborating with colleagues in other Homes England Directorates to review opportunities and constructively check and challenge proposals. In particular, close liaison with colleagues in the Markets, Partners and Places Directorate will be required to establish a pipeline of suitable projects. The projects will vary in size, amount and complexity, ensuring fresh and exciting challenges which will require innovative thought and creativity to deliver. 

As such, the role will involve regular national travel to visit sites/meet with project partners as well as spending time with team members in the different Homes England’s offices where they are based and regular face to face meetings with the Assistant Director of Infrastructure Grants Transactions and the Director of Infrastructure Funding, mainly in London.

The role offers an excellent opportunity to contribute to meeting housing need by unlocking homes through funding important infrastructure projects in a fast growing, national organisation with real social purpose. Working with key stakeholders and a multi-skilled professional team you will ensure efficient, consistent and effective progression of projects through approval stages and agreeing grant funding agreements with partner organisations.

The role will support the design and delivery of key strategic development and regeneration projects around England. There are some ambitious projects to get involved with and this is an excellent opportunity to balance day to day delivery whilst bringing innovative solutions to the infrastructure grant offering.

 

 

 

A bit about you…

We are looking for someone to join our team who understands and is passionate about delivery of key infrastructure to support development and regeneration and is used to working in a fast-paced environment. You will also be comfortable line managing, mentoring and coaching the team, supporting staff through a period of change and transition within Homes England, as well as with more challenging partner relationships and complex projects.

Whilst our day job is to deliver first class customer service to our stakeholders and partners, you will be used to "spinning several plates" at once and will always be looking for ways to improve and innovate.

You will be comfortable supporting both senior team members and regional teams with complex issues including structuring funding support for residential led development projects, technical due diligence, development of proposals and overseeing the negotiation of grant funding agreements. You will be proficient in multiple stakeholder management, line managing teams and have appropriate technical skills. 

Delivering on a mission as bold as ours isn’t always easy. You will be resilient and comfortable managing stakeholders at a senior level and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as an Infrastructure Grants Transactions team. You will enjoy working across the Agency, be innovative, creative, fun and engaging and be able to negotiate and persuade.

As an experienced Economic Development, Regeneration, Surveying, Planning or similar professional, with experience of development, financial viability appraisals, project cashflows, cost analysis and deliverability, you will understand how to collaborate with colleagues and be able to demonstrate that you can work with partner organisations in a collaborative and inclusive way.
