This is an exciting time to join Homes England, the government’s housing delivery Agency. We have the resources, influence, and diverse expertise to drive positive market change through our significant investment activity. The government has put housing at the heart of its agenda and the Agency is at the forefront of that commitment with a mission to intervene in the market to ensure more homes are built in areas of greatest need to improve affordability. To help achieve this aim, government has committed over £20 billion of capital to be invested and managed through Homes England. This includes direct lending, equity investment, guarantees, land assembly and the biggest affordable home building programme in a generation.
The role of the Loans team is to assist in the development of residential housing through the deployment of development debt across the risk spectrum in orderto deliver high quality homes in well-designed places. This team has the appetite and resources to shape the future of housing investment in a fast growing, national organisation with real social purpose.
Leading a team of transaction execution specialists, focussing on Development Finance transactions, you will play a leading role in contracting a portfolio of projects. You will be responsible for forming and leading a new team tasked with the effective management of a portfolio of transactions, progressing them from approval to first draw as quickly and efficiently as possible. You will own the contracting process, be responsible for improving efficiency in that process and for creating a standardised approach to drive efficiency and reduce contracting timelines.
This is an exciting opportunity to shape our delivery processes, systematically improving the way we conduct due diligence and execute contracts. Leading relationships with internal stakeholders and Loans colleagues, you will ensure your team is efficient, consistent and effective in the execution of Development Finance projects post-approval, followed by a streamlined handover to Portfolio Management.
We value diversity in experience and perspective to foster good decision making and problem solving within our teams, and therefore welcome applicants from a broad range of backgrounds.
Whilst your team’s objective is to deliver a first-class service to our internal and external stakeholders, you will be responsible for the management of the entire execution process for development finance and will always be looking for ways to improve and innovate. You will be an effective people manager and will be able to draw on your experience of managing transactions within the Agency to provide troubleshooting support to your team, helping them to progress and complete even the most challenging of transactions. Importantly, you will also manage the skills within your team, identifying areas for development so that a fully effective service can be offered.
In order to provide the appropriate level of support to your team, you'll be fully proficient in all aspects of execution within Homes England – including maintaining a detailed understanding of the Agency’s policies and investment products, as well as detailed knowledge of Homes England’s investment contracts and due diligence reports. You will also bring with you an existing network of senior stakeholders which can be leveraged to aid completion of your team’s transactions.
Delivering on a mission as bold as ours isn’t always easy. You will lead by example, showing resilience, empathy and demonstrating how to communicate effectively and appropriately to stakeholders at all levels. You will thrive on continuously improving and innovating the contracting process as you drive your team to seek out efficiencies and standardisation. You will also enjoy being accountable for your team’s success – both in terms of the service provided to stakeholders and partners, but also in reducing average timescales between approval and contract.
