Working in the Data Culture and Engagement team, alongside Emma Tilley, Head of Data Culture and Engagement, and a small but highly committed team, the Data Skills and Capability Manager will play a critical role in developing the data capability of colleagues across Homes England.
You’ll be joining a talented and enthusiastic team focused on improving data literacy and embedding a data-driven culture across the organisation. We’re passionate about supporting colleagues of all backgrounds and professions to build the confidence and skills they need to use data effectively in their roles.

This is a unique opportunity to shape how data learning is delivered across a growing national organisation with a clear social purpose. You will work closely with the Learning and Organisational Development (L&OD) team, data leaders, and business teams to support targeted learning interventions, graduate and apprenticeship development, and wider initiatives that help build a confident, data-literate workforce.
The role offers the opportunity to get involved in exciting and meaningful projects, from designing and delivering training programmes, to supporting our Data and Analytics Community of Practice, and helping evaluate the impact of our data culture work. It’s a varied and rewarding position that combines strategic thinking with hands-on delivery.
You’ll be passionate about building skills, supporting learning, and helping others gain confidence in their use of data and data tools, whether they’re new to it or already working in technical roles. You’ll have experience designing and delivering learning programmes or capability initiatives and be comfortable working across different audiences, from senior leaders to early career professionals.
You will have a good understanding of data tools and concepts, and a strong appreciation for how data is used in practice. You don’t need to be a technical expert, but you’ll be confident in helping others understand how to get the most out of the tools and data available to them, and in promoting best practice.

As someone with a background in data, learning and development, or capability-building, you’ll understand the importance of aligning skills development with organisational goals. You’ll bring practical insight and a strong commitment to continuous improvement, ensuring your work helps shape a culture where data is valued and used effectively across Homes England.
